Dr. Elçi received M. Sc. and Ph. D. degrees with high honors citation from Purdue University in Computer Sciences. Elçi was a faculty member in the Dept. of Computer Sciences & Eng. in METU, Turkey, during 1976-1985. He also served as Chairman (2 years), Asst. Chairman (4 years), and Manager of the University Computer Center (3 years). He was head of Systems and Languages Major for 5 years. He became Associate Professor in Software major in 1983. From 1985 till 1997, he was associated with International Telecommunication Union, serving in computerization development projects of UNDP as chief technical adviser, senior expert, project designer and project manager in 20 countries. Later on he owned and operated the Information Technology and Telecoms Ltd. in Ankara, offering IT and communications solutions. IT&T was among Informatics 500 companies. Elçi started Dept. of Computer Engineering, Haliç University, Istanbul, serving as its Chairman till 2003. He is with Dept. of Computer Eng., EMU, since September 2003. Dr. Elçi has extensive experience in semantic Web, ontology engineering, service oriented architecture, Web technology, Internet, systems and languages, software engineering, telecoms services & management applications. Elçi has published extensively and organized international conferences.
